Step 3: Launch M3 Bitlocker Loader for Mac.
Step 4: Click 'Encrypt' button in toolbar of M3 Bitlocker Loader for Mac.

Not on your Mac. All Retina MBPs use flash storage which will be converted to APFS automatically. You don't have a choice in the matter.

So, I basically want to keep the disk/file system as is but install High Sierra.

Then install it on an external rotating hard disk drive. It will not be converted to APFS. You can convert rotating media to APFS using Disk Utility. Don't (unless of course you're just morbidly curious).
And will I be able to access the backup that's on my Time Capsule ...

... or do I have to backup to a different device while upgrading?
No.
The last time I upgraded the OS, I lost all my backups on the Time Capsule because the new OS didn't recognize the backups.
That will not happen, as long as you follow Apple's Time Machine instructions, here: How to use Time Machine to back up or restore your Mac - Apple Support. Time Machine absolutely, positively, will not work if you don't. Don't read anything into it that's not there.
There's also something in the High Sierra description about compressing mail files. Is there someway to turn this off, too?
No. All your existing Mail messages will be converted. Again.
And I'm used to using 'cat', 'more' and other unix tools to find information or read files.
You can still do that, but macOS draws from its iOS counterpart which makes extensive use of encryption and sqlite database files. It depends what you want to do.

If you're accustomed to the Mac, your biggest adjustment is likely to be getting used to macOS's new unified logging system. For example, you can no longer grep into system.log to find out what's happening. Love it or hate it log is the future.
